Académicos de la Facultad de Derecho UDP participan en conferencia anual de la ICON-S: “Public Law in Times of Change?”

Profesores del Departamento de Derecho Público y de Derecho Penal de nuestra Facultad participaron en una de las conferencias más relevantes de Derecho Constitucional y Público a nivel mundial.

Los profesores Javier Couso, Rodolfo Figueroa, Matías Guiloff, Fernando Londoño, Domingo Lovera, Juan Francisco Lobo y Judith Schönsteiner intervinieron en diversos paneles de la ICON-S 2019. La actividad tuvo lugar desde el 01 al 03 de julio en la Pontificia Universidad Católica de Chile y llevó por título “Public Law in Times of Change?”.

Debe destacarse que la conferencia es organizada por la misma sociedad que gestiona el importante International Journal of Constitutional Law (Oxford) y cuyo consejo ejecutivo es integrado por profesores como Joseph H.H. Weiler, Sabino Cassese, Ruth Rubio, Gráinne de Búrca, Phoebe Okowa, Rosalind Dixon, Lorenzo Casini y Ran Hirschl, entre otros destacados constitucionalistas, ius publicistas, internacionalistas y ius comparatistas.

A continuación, el detalle de las presentaciones de los profesores de la Facultad en la ICON-S 2019:

Javier Couso realizó la presentación “Transformative Constitutionalism: Evaluating Constitutional Strategies to Materialize Social Justice in Latin America”, en el panel “What do we mean by “Transformative Constitutionalism” in Latin America?”, organizado por el Director del Instituto Max Planck de Derecho Público Comparado, Armin von Bogdandy.

El académico también hizo la presentación “Evaluating National and International Strategies Dealing with the Crisis of Constitutionalism and the Rule of Law in Latin America”, en el panel “Democratic Change or Democratic Dissolution? The Populist Challenge to Liberal Constitutionalism”, organizado por Luca Vanoni y Benedetta Vimercati (de la Universidad de Milán) junto a Arianna Vedaschi (Universidad Bocconi), y Fernando Londoño (UDP).

Finalmente, Javier Couso participó en la mesa redonda “Judicial Appointments in a Comparative Perspective-The Kavanaugh Confirmaron and Beyond”, junto a Sujit Choudhry (UC-Berkeley) y a Amnon Reichman (Haifa University).

Por su parte Rodolfo Figueroa integró el panel nº 60 “Right to Health, Food and Nutrition”, con una ponencia titulada: “Justiciability of the Right to Health in Chile”. En el panel intervinieron también Barbara Bertoni, Leonardo Ribas, Thana de Campos, Rawin Leelapatana y Seksiri Niwattisaiwon.

En tanto, Matías Guiloff, intervino en ICON-S 2019 con una ponencia llamada “Los límites de la responsividad”, en el panel “Authority, responsiveness and democratic checks: the challenges of public law in the new constitutional landscape”.

Fernando Londoño, por su parte, intervino en el panel N° 88 “Democratic change or democratic dissolution? The populist challenge to Liberal Constitutionalism”, con ponencia titulada “Common sense versus best knowledge: two faces of punitive populism”. En el panel también participaron Luca Vanoni y Benedetta Vimercati (Universidad Estatal de Milán), Arianna Vedaschi (U. Lugi Bocconi de Mián), y Javier Couso (UDP).

El profesor Domingo Lovera presentó por su parte el trabajo “La deforma del derecho: el TC y los procedimientos” en el panel “The demise of constitutional justice in Chile?”.

Juan Francisco Lobo fue parte del panel N°112 “International Law and Human Rights”. Allí se presentó con la ponenecia “Here Be Dragons: Mapping the Legal Contours of Jus Cogens in International Law”. Participaron también de este panel los profesores Samantha Velluti, Sejal Parmar, Klaus Beiter y Violeta Berisevic.

Junto con eso, el académico también participó del panel N°148 “Developing International Law and Institutions” con la presentación “Empire Strikes Back: Comparative Notes on Evolving Conceptions of Western Imperialism”; este panel también lo conformaron los profesores Pablo José Castillo, Nikos Vogiatzis, Elisabetta Morlino y Valentina Volpe.

Finalmente, la profesora Judith Schönsteiner se presentó con una presentación titulada “Against closed-room diplomacy: Selecting judges and commissioners in the Inter-American human rights system”, en el panel “What doesn’t kill it makes it stronger? The resilience of the Inter-American human rights system in an age of backlash”, presidido por la profesora Alexandra Huneeus de la Universidad de Wisconsin.

Además, la académica presentó un paper sobre Business and Human Rights: Just a “Soft“ Transformation?, en un panel convocado por el Director del Instituto de Derecho Público Comparado y Derecho Internacional, Armin von Bogdandy, con el título “International Economic Law and Transformative Constitutionalism in Latin America I: Framing the Issues”.
